Makanan Tradisional: Rujak Cingur
Rujak cingur adalah salah satu makanan tradisional yang mudah ditemukan di daerah Jawa Timur, terutama daerah asalnya Surabaya.
Makanan ini disebut rujak cingur karena bumbu olahan yang digunakan adalah petis udang dan irisan cingur (tulang rawan dari bagian hidung dan bibir atas sapi). Masakan yang memanfaatkan petis sebagai citarasa khasnya memang hanya Jawa Timur yang memilikinya. Petis, jenis bumbu penguat rasa berbahan dasar udang rebon ini memang menjadi pembeda rasa khas. Apakah itu untuk sepiring rujak cingur, rujak buah, tahu campur, semanggi hingga lontong mi atau lontong balap.
Rujak cingur biasanya terdiri dari irisan beberapa jenis buah-buahan seperti ketimun, krai (sejenis ketimun khas Jawa Timur), bengkoang, mangga muda, nanas, kedondong dan ditambah lontong, tahu, tempe, bendoyo (krai yang digodok) dan cingur serta sayuran-sayuran seperti kecambah/tauge, kangkung dan kacang panjang. Semua bahan tadi dicampur dengan saus atau bumbu yang terbuat dari olahan petis udang, air matang untuk sedikit mengencerkan, gula/gula merah, cabai, kacang tanah yang digoreng, bawang goreng, garam, dan irisan tipis-tipis pisang biji hijau yang masih muda (pisang klutuk). Semua saus/bumbu dicampur dengan cara diuleg, itu sebabnya rujak cingur juga sering disebut rujak uleg.
Di setiap kota di Jawa Timur memiliki sendiri racikan rujak cingur, dengan menambahkan bahan ini, atau bahan itu. Namun secara keseluruhan, rujak cingur menggunakan bahan dasar sama.
Ada yang menambahkan sejumput terasi bakar, ada pula yang mengimbuhkan bawang putih goreng yang digerus halus bersama bahan-bahan bumbu lainnya. Bahkan, ada yang menambahkan kecap manis ke dalam campuran petisnya. Hmm…
Tidak semua daerah di Jawa Timur sepakat dengan ’sesuatu’ yang harus diimbuhkan dalam seporsi rujak cingur. Contohnya, rujak cingur racikan wong Surabaya atau Malang bisa berbeda. Yakni, pada taburan mi kuning rebus di atasnya. Di atas rujak cingur Surabaya selalu ditaburkan sejumput mi. Sementara rujak cingur racikan wong Malang, justru masih diimbuhkan satu atau dua biji cabai merah rawit, kalau citarasa bumbu rujak kurang menampar pedasnya! Namun yang pasti cingur sapi yang kenyal dan membuat lidah tak berhenti bergoyang ini wajib ada dalam kudapan khas Jawa Timur. Namanya saja rujak cingur, masak tanpa cingur?
Dalam penyajiannya rujak cingur dibedakan menjadi dua macam, yaitu penyajian ‘biasa’ dan ‘matengan’ (menyebut huruf e dalam kata matengan seperti menyebut huruf e dalam kata: seperti/menyebut/bendoyo). Penyajian ‘biasa’ atau umumnya, berupa semua bahan-bahan yang telah disebutkan di atas, sedangkan ‘matengan’ (matang, Jawa) hanya terdiri dari bahan-bahan matang saja; lontong, tahu goreng, tempe goreng, bendoyo, dan sayur (kangkung, kacang panjang, tauge) yang telah digodok. Tanpa ada bahan ‘mentah’nya yaitu buah-buahan, karena pada dasarnya ada orang yang tidak menyukai buah-buahan. Keduanya memakai saus/bumbu yang sama.
Rujak cingur biasa disajikan dengan tambahan kerupuk, dan dengan alas pincuk (daun pisang) atau piring.

Industri Kecil Di Madiun Mulai Kolaps

Madiun yang mendapat julukan Kota Gadis (Perdagangan dan Industri) kini sebutan itu harus dikaji ulang. Pasalnya banyak Industri kecil di Kota Madiun Mulai kolaps. KONDISI industri kecil di Kota Madiun yang semakin terjepit dikarenakan adanya kenaikan harga bahan baku. Puluhan industri kecil terpaksa merugi atau mengurangi jumlah produksinya. Keluhan terbesar dialami industri berbahan baku kedelai, tepung terigu dan minyak goreng.
Bahkan, akibat kenaikan bahan baku ini, industri kecil ada yang mogok peroperasi.
“Tapi sejauh ini belum ada yang berhenti total hingga tidak berproduksi karena masalah bahan baku. Hanya memang ada beberapa usaha yang berhenti akibat kalah saing, seperti industri kerupuk dan penyedia air minum,” kata Kepala Sub Dinas Industri, Dinas Perindustrian Perdagangan dan Pariwisata Kota Madiun Agus Purwanto kemarin.
Agus menambahkan dari akhir tahun 2007 hingga awal tahun 2008 hanya sedikit industri yang menyatakan berhenti produksi dan melapor mengembalikan perizinan. Rata-rata industri yang kolaps memilih berhenti sementara atau mengurangi produksi. “Yang berhenti paling empat atau lima saja, dan itu sudah biasa. Yang berhenti secara masal itu nggak ada,” imbuhnya.
Untuk membantu pertumbuhan industri kecil yang terkena dampak kenaikan bahan baku, terutama melonjaknya harga kedelai, Disperindagkopar Kota akan memberikan subsidi kedelai Rp 1.000 per kilogram untuk pembelian di bawah sepuluh ton.
“Kita juga akan membantu permodalan melalui Bank Pasar. Tahun ini dana yang kami ajukan di APBD sekitar Rp 400 juta. Tetapi nanti industri mana yang berhak menerima bantuan modal akan direkomendasikan disperindagkopar,” pungkasny
